Appendix 1 Diagram of health and safety governance

  • Strategic and Policy approval

The Council has overall accountability for the health & safety strategy of the University and works with the Vice-Chancellor to approve the University Health and Safety Policy.

  • Strategic resourcing and monitoring

Members of the University Executive Group (UEG) are responsible for the strategic resourcing and monitoring of health and safety.  

  • Operational resourcing and implementation

Heads of Schools/Service have overarching responsibility for operational resourcing and implementation. They are supported by:

Academic Tutor – a person who is in charge of or supervises one or more taught, research or PhD students, on behalf of the University at any given time. This term is not location-specific and includes all elements of a teaching or research programme.

Academic leader – a person who manages, guides or controls research or teaching in a faculty, or who controls a research budget (e.g. for purchasing equipment) or who directs and influences strategy or provides a level of authorisation for research/ teaching activities in a faculty.

Line Manager – a person who manages or controls staff, agency workers, contractors under their control or visiting researchers in a faculty or service.

  • Operational implementation

All the above are supported by staff and students who help to carry out the operational implementation of health and safety.

Everyone working together to achieve these ensures compliance and engagement with the Health and Safety Policy.

 Appendix 2: Occupational health and safety management system framework

The University Health and Safety Policy (and your Local Health and Safety Policy Statement) set out the University’s commitment to health and safety. To help deliver this, the Policy sets out the responsibilities for the University.  

The way we implement the Policy requirements is through the setting of the University’s Protocols (Standards/ Procedures/ Tables etc) and through the local arrangements (Standard Operating Procedures, risk assessments etc).  Both of these may set out training requirements by identifying the skills and knowledge needed.

To check the system above is working and to identify any improvements, we monitor, review, check compliance and take any actions required.

At different points throughout this system, all of these aspects are required: leadership, support, communication, consultation, records, approval, planning, quality, participation, engagement and partnership.
